Kate Middleton, the Duchess of Cambridge, made her first public speech as a royal Monday in Ipswich at the opening of a facility called the Treehouse, part of East Anglia?s Children?s Hospices.

The hospice is one of several British charities or non profit groups, including the Scouts and the National Gallery, that the Dutchess has identified as the focus of her attention. ?

British media praised her speech Monday, for which the Duchess used notes but which she delivered slowly and clearly.?

??The Duchess of Cambridge looked calm and confident as she gave her first public address today,? Daily Mail writer Rebecca English wrote. ?Kate[?s] three-minute speech was faultless -? made with a slow but measured delivery.?

?The Telegraph noted that the Duchess ?appear[ed] understandably nervous at first,? but that she ?delivered her maiden speech slowly and carefully, sticking precisely to her script, without any ad-libs.?

It was reported that she?penned the speech herself.?

The speech made headlines in some British newspapers, including the Daily Mail and the Telegraph, for the dress the Duchess wore to the event, which reporters noted is one she bought in 2008 and appeared to be the same one worn by her mother in 2010 when Carole Middleton went to Ascot. The British media has been fascinated by Kate Middleton's, and her sister Pippa's, fashion choices.?

?During the Duchess?s speech, she said she regretted the absence of her husband, Prince William, who is finishing military training in the Falkland Islands.

??What you have all achieved here is extraordinary," the Duchess said during her speech. "You as a community have built the Treehouse -- a group of people who have made every effort to support and help each other.?

?She noted the support the Treehouse and other East Anglia Children?s Hospices (EACH) facilities offer for families.

??For many this is a home from home?- a?lifeline?enabling families to live as normally as possible during a very precious?period of?time,? the Duchess said.

The Duchess is the royal patron of the Hospices, which helps families with children who have a life-endangering sickness. The organization provides therapy for the children, support for parents and family members and other services, offered at their centers or in the family?s home. The Treehouse will be the service center for Suffolk and Essex.

During her visit, she received a tour of the building and met children and their families who receive services from EACH, including 10-year-old Bethany Woods, who has been diagnosed with muscular dystrophy. Woods performed the song ?Rainbow Connection? for the Duchess, who congratulated Woods after her rendition, according to the Daily Mail.

?A reception was held for EACH staff members and those who have supported the organization. According to the Daily Mail, the Duchess told another person attending the reception, ?I find doing speeches nerve-wracking.?

?She also planted a tree at the facility in commemoration of her visit.

The Duchess has been the royal patron of EACH since January and is also a supporter of the Scouts organization, planning to attend camps with the Girl Scout troops in north Wales and London and assist with games. The royal family has traditionally been a supporter of the Scouts, and Queen Elizabeth serves as the association?s current president. The Duke of Kent, the queen?s cousin, is its patron.

?The Duchess also serves as a patron for the National Gallery, the organization Action Through Addiction, which helps those with a drug addiction and their loved ones, and the Art Room, a charity which attempts to help children?s self-image through art.

In light of this statement, it is important to recognize the role of research in counseling profession. Research can be described as the process through which hypotheses are tested and proved or disapproved through data collection and analysis (Sheperis, Young & Daniels, 2010). This means that it is the process through which new knowledge is generated on different phenomena in counseling field. Research provides avenue for regeneration of new knowledge in counseling - new knowledge that is makes counseling profession responsive to client needs. Research provides counselors with evidence upon which they can base their practice. This can be proved from two of this weeks reading that looked at contribution of research in different spheres of counseling.

According to D?Andrea and Heckman (2008) research has played a key role in generation of new knowledge on multicultural counseling. The same view is provided by Zalaquette and Stens (2006) who presents new knowledge on treatment of depression and dysthmia in older adults through new knowledge generated through research. Through research, counselors learn about new therapies and evaluate their effectiveness before putting them into practices. Research provides the basis of application of evidence based counseling because competent counselors will only use what has been tested through valid methodology and proved to produce positive results on the client.

Application of research in counseling is based on two broad models ? scientist practitioner model and scholar practitioner model.

Scholar practitioner model focuses on clinical practice. On the other hand, scientist-practitioner model provides the bases for rigorous research methods. It integrates both science and practice (Hays-Thomas, 2006). This model is considered essential for the changing professional practices in counseling. In additional it is aligned to ACA code of ethics and is sensitive to issues of diversity and individual differences, which are important in counseling profession. Scientist-practitioner model plays an important role in counseling in the sense that it provides avenue for development of knowledge, skills, and attitudes that encourage use of scientific approach in counseling. This model also calls counselors to life-long learning which ensures that they continuously gain new knowledge in the course of their practices (Hays-Thomas, 2006). Most important, the model places more value to role models who can mentor young counselors and impart counseling skills. Through scientist-practitioner model, counselors are in a position to apply evidence-based practices. They can refer to a body of scientific knowledge that is defined by reference to research methods and designs about a wide range of services practices like diagnosis, assessment, intervention and others (Hays-Thomas, 2006). The practices they adopt is referenced to research quality and validity of the methodologies used. This means that scientist-practitioner model ensures that counselors have adequate skills to evaluate available research and assess their quality and validity before applying their findings in their day to day practices. As a scientist practitioner, counseling is best informed by research. Counselor research for the best methods and therapies generated through research and apply them (Hays-Thomas, 2006). In addition, ethical counselors provide treatment that has been proved effective scientifically or that has a theoretical framework supported by counseling profession. Through the model, counselors are supposed to inform their clients on the risks that are associated with the unproved methods before applying them.

TOP HEALTH TODAY: Do Cell Phones Really Cause Brain Cancer?

The cell phone today is more ubiquitous than ever, and scientific studies continue to try to distinguish the relationship between cellular phones and cancer.

A recent study from the National Institutes of Health showed increased brain activity in participants exposed to cell phone radiation. The study used PET scans to measure the brain's sugar level, and found increased activity in regions closest to the phone's antenna after 50 minutes of exposure. Although the increased activity isn't directly linked to harmful effects, the human brain's evident sensitivity to the phone's electromagnetic waves does raise further questions.

In May 2011, the World Health Organization reclassified cell phone radiation exposure as "possibly carcinogenic," a label that places it in the same category as chloroform and lead. The most extensive case control study of cellular phones and cancer, the Interphone study, conducted across 13 countries for a decade found that the highest grade of mobile phone users-those who used their phones for 30 minutes a day over 10 years or more- were twice as likely to develop glioma, a malignant brain tumor. These results are alarming, particularly because the study failed to take into account that children and young adults are far more susceptible to cell phone radiation than adults.

Cellular phone radiation testing conducted by manufacturers also underestimates the amount of radiation that users are exposed to. A recent paper published in the journal Electromagnetic Biology and Medicine revealed that industry testing is done on a mannequin modeled after a 6'2", 200 pound man with the phone held one inch from the mannequin's ear. The study estimates that 97 percent of the population deviate from this unrealistic model of usage and experience greater exposure.

The Federal Communications Commission requires a mobile phone to have a Specific Absorption Rate (SAR), a measure of the peak of electromagnetic radiation level in a model, of less than 1.6 watts per kilogram. However, the peak SAR may not represent the actual SAR levels of a typical phone call. A cellular phone with a lower SAR may expose the user to more radiation on average than one with a higher SAR. A study conducted by a bioengineering research professor, Dr. Henry Lai, found effects of memory loss in rats exposed to SAR levels as low 0.0006 to 0.06 watts per kilogram.

As of 2010, there are over 223 million mobile phone users in the US over the age of 13 and the numbers are constantly growing. According to the CTIA, the Wireless Association, the total minutes of cell phone use in America in 2009 was 2.3 trillion minutes. Cellular phone users are also starting at younger ages. Given the indispensable role of cell phones in our lives and the increasing concern about an association between cell phone use and cancer, regulatory agencies should carry out more thorough investigations, and cell phone users should exercise caution and take steps to lower their exposure to cell phone radiation.

Research gives hope to detecting cancer in early stages

ScienceDaily (Mar. 27, 2012) ? Research from Queen Mary, University of London has uncovered the mechanism which causes normal cells to develop into cancer, giving hope in the fight against one of the UK's biggest killers.

The study, published in the online journal PLoS ONE on March 26, investigated the role of the notorious cancer gene FOXM1.

Lead investigator Dr Muy-Teck Teh from Queen Mary, University of London, said the team found that the FOXM1 gene "brain washes" normal cells so they adopt a 'memory' pattern similar to cancer cells.

"This research has important clinical implications for early cancer diagnosis, prevention and treatment.

"We knew the FOXM1 gene is present in almost all different types of human cancers so we wanted to understand how excessive levels of it cause normal cells to become cancer-like."

Dr Teh's team used a gene-chip microarray technology to investigate the DNA 'memory' patterns in cells.

Normal cells inherit specific instructions or 'memory' patterns by masking and unmasking parts of their DNA. Maintaining the correct memory patterns is important for normal cell function -- disturbing the memory pattern can lead to cancer formation.

"We knew that excess expression of FOXM1 can lead to cancer but its underlying mechanism was not clear," Dr Teh explained.

"We looked at normal human mouth cells and introduced high levels of FOXM1. The normal cells changed to adopt a memory pattern similar to those in mouth cancer cells and we identified a number of key pattern changes that may be responsible for initiating cancer formation.

"These pattern changes may lead to the identification of biomarkers which could be developed into new diagnostic tests. We are currently working towards developing a practical diagnostic test for detecting mouth cancer at very early stages."

The team's research, funded by the Wellcome Trust and the Facial Surgery Research Foundation, Saving Faces, means that it will be easier to detect changes in cells before they develop into cancer.

Consultant oral and maxillofacial surgeon Professor Iain Hutchison, founder of Saving Faces and co-author on the study, said: "We are excited about this finding as it means that we can now detect changes in cells way before they become cancer cells.

"Mouth cancer, if detected early when the disease is most receptive to surgical treatment, has a very high cure rate. Understanding how a gene such as FOXM1 can convert normal cells into cancer is an important step towards finding new diagnostic tests for early cancer detection."

This study builds on previous studies Dr Teh and his team has done on FOXM1. Published in 2009, Dr Teh found that nicotine could activate FOXM1 and that excessive levels could cause normal human mouth cells to develop into cancer. His research on FOXM1 was awarded 'Molecule of the Year 2010' by the International Society for Molecular and Cell Biology and Biotechnology Protocols and Research for its pivotal role in cancer stem-cell biology.

Green coffee beans show potential for losing weight

When roasted at 475 degrees, coffee beans are sometimes described as rich and full-bodied. But for the full-bodied person who is not so rich, unroasted coffee beans ? green as the day they were picked ? may hold the key to cheap and effective weight loss, new research suggests.

In a study presented Tuesday at the American Chemical Society's spring national meeting in San Diego, 16 overweight young adults took, by turns, a low dose of green coffee bean extract, a high dose of the supplement, and a placebo. Though the study was small, the results were striking: Subjects lost an average of 17.5 pounds in 22 weeks and reduced their overall body weight by 10.5%.

If green coffee extract were a medication seeking approval from the Food and Drug Administration, these results would make it a viable candidate ? more than 35% of subjects lost more than 5% of their body weight, and weight loss appeared to be greater while subjects were taking the pills than when they were on the placebo.

But as a dietary supplement, green coffee extract does not require the FDA's blessing. In fact, it is already available as a naturopathic medicine and antioxidant.

Joe Vinson, the University of Scranton chemist who conducted the pilot study, said the findings should pave the way for more rigorous research on coffee bean extract's effects. A larger trial involving 60 people is being planned.

Vinson, whose research focuses on plant polyphenols and their effects on human health, said it appears that green coffee bean extract may work by reducing the absorption of fat and glucose in the gut; it may also reduce insulin levels, which would improve metabolic function. There were no signs of ill effects on any subjects, Vinson reported Tuesday.

The study used a "cross-over" design, which allowed each subject to serve as his or her own comparison group. For six weeks, volunteers swallowed capsules three times a day, ingesting either 700 or 1,050 milligrams of green coffee extract a day or taking a placebo. After a two-week break, they moved, round-robin style, to another arm of the trial.

Subjects did not change their calorie intake over the course of the trial. But the more extract they consumed, the more weight and fat they lost. Altogether, they reduced their body fat by 16%, on average.

Of the 16 volunteers, six wound up with a body mass index in the healthful range.

One downside is that the extract is "extremely bitter." It would be difficult to take without a lot of water, Vinson reported.

At roughly $20 per month, however, green coffee extract is much less expensive than any of the weight-loss medications available over the counter or by prescription.

The trial was conducted in India and paid for by Applied Food Sciences Inc. of Austin, Tex., a manufacturer of green coffee bean extract.

The pilot study drew strong cautions from several scientists who weren't involved in the research.

"This is certainly a provocative study," said Dr. Gerald Weissmann, a physician and biochemist at New York University. But he said nutrition experts would want assurances that green coffee beans do not cause "malabsorption" within the human gut ? a condition that would lead to weight loss as well as malnutrition, heart arrhythmias and other problems because vitamins and minerals are not passing through the intestine.

Dr. Arthur Grollman, a pharmacologist at the State University of New York at Stony Brook, said coffee beans contain about 250 different chemicals ? some with positive and others with negative effects on human health. Though Vinson identified polyphenols and chlorogenic acid as the agents that appear to promote weight loss, Grollman said that claim needed further study. In the meantime, he said, consuming an extract that contains both good and bad chemicals in dense concentration seems an unwise thing to do.

NEW YORK (AP) ? After criminal sexual assault charges against Dominique Strauss-Kahn dissolved last year in prosecutors' doubts about his accuser's reliability, she vowed to get her day in another court.

The hotel maid's civil case against the former International Monetary Fund chief is now nearing an important point, with a hearing set this week on Strauss-Kahn's claim that diplomatic immunity should insulate him from the lawsuit.

The hearing, the first in the case, isn't intended to weigh the essence of housekeeper Nafissatou Diallo's allegation that Strauss-Kahn tried to rape her when she arrived to clean his luxury suite last May. The accusation put Strauss-Kahn, then a potential French presidential candidate, in jail for nearly a week and launched his political career into a tailspin of sexual scandal.

Rather, Wednesday's hearing is likely to revolve around the complex laws that shield diplomats from prosecution and lawsuits in their host countries. And Strauss-Kahn's arguments are raising some novel questions about the scope of those laws, experts say.

"This is a very unique set of circumstances, and high-profile, to boot," said Robert C. O'Brien, a former United Nations official who is now the managing partner of Arent Fox LLP's Los Angeles office.

Neither Diallo, 33, nor Strauss-Kahn, 62, is expected to attend the hearing in a Bronx state court. It's unclear when a judge will decide whether the case should be allowed to go forward toward a trial, which Diallo's lawyers say she eagerly awaits.

"It didn't happen with the DA, but we intend to vindicate Ms. Diallo's rights," one of her lawyers, Kenneth P. Thompson, said by phone.

Strauss-Kahn's lawyers declined to comment. They've previously slammed the suit as an attempt to squeeze money out of him.

Then overseeing the IMF, Strauss-Kahn was in New York to visit his daughter when Diallo said he attacked her. The married Strauss-Kahn has since called the encounter a "moral failing" but insists it wasn't violent.

The Manhattan district attorney's office dropped the case in August, saying prosecutors couldn't proceed on the word of a woman who had lied about her background and wavered about her actions right after the alleged attack. Diallo is adamant that she was truthful about the encounter.

The Associated Press generally doesn't name people who report being sexually assaulted unless they come forward publicly, as Diallo has done.

When police arrested him, Strauss-Kahn declared that he had diplomatic immunity, according to a police account of his statements. But the IMF soon said he didn't because he was in New York on personal business. Strauss-Kahn, who resigned his post days later, ultimately didn't try to assert immunity in the criminal case.

His lawyers have said he was focused then on clearing his name but is claiming immunity now because he doesn't want to have to defend himself further against the same allegations.

Giving foreign countries' representatives a legal pass, to show respect and further diplomacy, is an ancient tradition codified in various modern laws.

Strauss-Kahn argues he had complete immunity ? including for personal activities ? under a 1947 U.N. agreement that afforded that privilege to the heads of "specialized agencies," which include the IMF. Strauss-Kahn carried a diplomatic travel document saying he was entitled to those immunities, his lawyers note.

The United States isn't part of the 1947 agreement. But Strauss-Kahn's lawyers contend that it has such widespread acceptance elsewhere that it has become what's known as "customary international law," a principle U.S. courts have recognized.

"Mr. Strauss-Kahn enjoyed absolute immunity under customary international law," even after he resigned the IMF post but was required to stay in the United States for the criminal case, lawyer William W. Taylor III wrote in a September court filing calling for the suit to be dismissed.

Diallo's lawyers responded that Strauss-Kahn's argument "misses the mark completely." It's overreaching to claim that the 1947 agreement amounts to an international norm, especially in a country that didn't sign onto it, and the IMF flatly said Strauss-Kahn didn't have immunity, Thompson wrote in a filing in October.

If the case survives, it will test Diallo's claims in a forum with considerably different rules than criminal court.

Prosecutors in criminal cases must prove a case beyond a reasonable doubt, while plaintiffs in lawsuits need only persuade a judge or jury that a preponderance of the evidence is in their favor. And a defendant can be forced to testify in a civil case, unlike in a criminal one.

The former criminal case against Strauss-Kahn could factor in the civil case, however. Diallo's lawyers likely would try to introduce the fact that Strauss-Kahn was criminally charged. And his attorneys could try to raise the inconsistencies in her statements to prosecutors, said Robert Mintz, a former federal prosecutor in New Jersey who's now a defense lawyer with McCarter & English LLP.

Since his arrest, Strauss-Kahn has been mired in other allegations surrounding his sex life.

A French writer came forward to say he'd tried to rape her during a 2003 interview; Paris prosecutors said in October that the case was too old to try, but they said Strauss-Kahn had admitted during questioning to actions amounting to sexual assault.

Then he was questioned by police in Lille, France, last month about a suspected hotel prostitution ring.

Diallo, meanwhile, has struggled with psychological and physical aftereffects of her encounter with Strauss-Kahn, Thompson said. She said a ligament in her shoulder was torn, among other injuries.

She hasn't returned to work or even gone back to the hotel since, her lawyer said.

Global Apptitude is the Maryland-based software company behind the Baltimore Raven?s switch to playbooks on iPads. Its Digital Playbook Technology enabled the team to ditch the classic three ring binders for a lightweight tablet that had access to all the information a player could ever need.

Apparently the Ravens were on to something because the Dallas Cowboys, St. Louis Rams, Seattle Seahawks, Indianapolis Colts, and Detroit Lions have all opted to start using Playbook for iPad and other related player development tools. Randy Fusee, a Global Apptitude partner, predicts that it won?t stop there. When speaking about the adaptation of this technology, he said, ?We?ve had a lot of momentum and excitement around our solution and fully expect that 16-20 NFL franchises will be using our suite of player preparation tools by the start of training camp this summer.?

Fusee went on to explain that the reason Global Apptitude?s products are so successful is that NFL coaches and administrators, not software engineers, design them.

The current NFL rules prohibit any device that can record or play video or ?any type of computer? to be used during pregame preparations or the game itself, so you won?t see hordes of iPads on the sidelines anytime soon, but it does seem that moving forward, tablets will play a bigger part behind the scenes.

Chevrolet replacing 120-volt power cords on most Volt automobiles

If you're one of the 10,000 or so folks who pay insurance on a Chevrolet Volt, you may have a new cable coming your way. According to The Detroit News and Yahoo! Autos, General Motors will soon be sending out replacement 120-volt charging cords for Volt automobiles, which are said to "offer some more consistency in charging," while also making it more durable. We're told that some of the newfangled chargers have shipped with recent Volts, but the majority of customers were sent home with the older model. Of note, GM won't be swapping out any of those optional 240-volt cords, and the company won't consider this a recall or safety issue. As for getting your replacement? Owners are slated to be notified directly in the "next few weeks."

Daily Kos Elections Polling Wrap: Mitt Romney can win the GOP primary. But can he win the general?

Apparently, I am no better than the rest of the traditional press. Just yesterday, I wrote the following:

The best Romney can hope for, and this is a very legitimate possibility, is that the media will treat the nomination contest as a non-event from this point forward. That would allow him to train all of his attention on Barack Obama, and try to frame the race as a general election contest from this point forward.

So, to what subject am I devoting not just my analysis after the jump today, but also an entire piece this weekend? Romney as a general election candidate.

Today's data, as has been the case for most of the recent numbers, paints a picture of Mitt Romney being the guy for the GOP. At least, someday he'll be the guy. But what about November? A few thoughts beyond the fold.

So, assuming that Mitt Romney eventually limps and stumbles his way to the Republican nomination, how does he stand for November?

Let's start with a stipulation: by definition, he should start in an incrementally better position, in the Electoral College, than John McCain had in 2008. The reason, as you can see here, is that reapportionment has shifted a total of six electoral votes into the GOP column. Therefore, even if the breakdown by states was identical to 2008, the Obama victory would shift from 365-173 to 359-179.

Also, though this is exceptionally debatable, let's toss another dozen electoral votes to Mitt Romney. Let's give him the lone electoral vote Barack Obama snagged in Nebraska, and let's also hand over the biggest Obama upset special in 2008: Indiana. There haven't been many polls in either state, but what little polling there has been in Indiana has leaned GOP, and the polls on Nebraska's Omaha-based 2nd district has been mixed. So, to be conservative, let's throw all 12 electoral votes into the GOP column, decreasing the Obama edge to 347-191.

After that, however, is where it gets tricky for the GOP. Name a state beyond that which meets the following two characteristics: (1) it was an Obama 2008 state; (2) it is a state where Mitt Romney has led in the majority of the 2012 polling there.

This is the math exercise I will be embarking on before Sunday, when my extensive piece on this race will appear here at Daily Kos. But my immediate guess is this: the GOP needs an additional 79 electoral votes to forge a coalition that will elect Mitt Romney. I am going to say with total confidence that there are not states comprising 79 electoral votes which have consistently sided with the GOP in this past year.

For just one example, take the commonwealth of Virginia, which was polled today by the House of Ras. Not only can we no longer call the GOP a betting favorite in Virginia, it is difficult after the last three polls to even say that the state is a toss-up right now. Rasmussen had the Obama lead at nine. Quinnipiac also had the Obama lead at nine. NBC/Marist, memorably, had that race at a 17-point Obama lead earlier this month. It's pretty hard to throw those 13 electoral votes into the GOP column, barring a serious shift in voter preferences.

Take even the House of Ras on this subject. If, as they have posited in the past few weeks, Obama leads in Ohio, Nevada, Florida, and Virginia, how does the GOP make it to 270? And that's Rasmussen!

A lot can change in eight months, needless to say. But it is hard for me to take any analyst seriously right now who doesn't make the president the betting favorite based on what we're seeing right now. And I'll have the numbers to prove it, come Sunday.

Portuguese strike in protest at austerity measures

LISBON (Reuters) - Portuguese strikers halted trains, shut ports and paralyzed most public transport on Thursday in protest at austerity measures and labor reforms imposed as a condition of a 78-billion-euro ($103 billion) EU-IMF bailout.

Armenio Carlos, the new Communist leader of CGTP, the country's largest union, wants its 700,000 members to send a signal to the centre-right government that the country will no longer tolerate the erosion of workers' rights, lower salaries and record high unemployment.

The union could not say how many of its members had responded to the strike call, but said the country's railway transport was crippled, including the international Lisbon-Madrid route. Lisbon's underground was shut at midnight. Many hospitals were only accepting emergencies.

It also said rubbish collectors, ports and some schools had shut down across the country.

There was little evidence of participation in the private sector, however, with Portugal's biggest exporter, Volkswagen's AutoEuropa plant, still turning out cars.

Flag carrier airline TAP was flying, and Lisbon airport functioning as normal.

Many struggled into work, unconvinced by the call to strike and reluctant to lose money in support of it.

"They go on strike and hurt us," said Ana Maria Verissimo, 53, a cleaning lady, as she waited for one of the few buses still running in Lisbon. "This won't resolve anything. They'll have to find another way. If I go on strike, my pay cheque will be lower at the end of the month."

There was unusually heavy traffic around Lisbon as many were forced to take their cars to get to work.

In the central town of Coimbra there were a few buses on the streets, but the central train station was shut down. Shops were open there, as they were in Lisbon.

"I wanted to go to work just outside Coimbra but had no transportation to get there, so I was forced to stay back and am not too happy about it," said Manuel Duarte, 47, a social worker.

"I don't blame Europe or Germany for this crisis; they came here, lent us money and need to get something in return. Our problem was our elites, who ate all the money ... And now, as always, the poorer fellows are left to pay the bill."

The government said it would not provide any figures on participation until the strike is over.

SECOND BAILOUT?

The Portuguese have so far shown little inclination for the kind of frequent and violent protests seen in Greece. The 520,000-strong UGT, Portugal's second-largest union, did not join Thursday's strike and has signed up to labor market reforms required by the European Union and IMF in return for the bailout.

The country, facing its worst recession since the 1970s, was forced to take a bailout in May last year after running up large debts. Some economists say it might need a second bailout as the recession deepens, putting its budget targets in doubt and jeopardizing its planned return to the bond markets late next year.

Portugal is western Europe's poorest country and followed Greece and Ireland in seeking a bailout to handle their crippling debts. Spain and Italy are also now facing austerity measures, and Italy's largest trade union is planning a general strike over labor market reforms.

Portugal's UGT, which is allied to the opposition Socialist Party, has urged opponents of austerity to show restraint, warning that Portugal could descend into the kind of chaos seen in Greece.

The strikers say the new labor laws, which make it easier to hire and fire staff and which cut compensation for workers, mark the biggest step backwards for workers since Portugal's return to democracy in 1974 after military rule.

The strike "will be a sort of a test for the new union leadership", said Jose Adelino Maltez, a political scientist at Lisbon Technical University.

"They will try to show that they can go beyond the usual stoppages in the public service and transport, that the movement is broader than its Communist supporters."

COSTLY KISS

Posters urging workers to join the strike have sprung up around Lisbon, and big protest marches are planned for Thursday afternoon.

"This kiss leaves us penniless," read one mural in the port area, showing Prime Minister Pedro Passos Coelho kissing German Chancellor Angela Merkel's backside, and urging workers to strike.

Germany, the biggest contributor to euro zone bailouts, has drawn resentment in some bailed-out nations for its insistence on budgetary discipline, with anti-German protests in Athens, but that sentiment appeared to have less traction in Portugal.

Luis Antonio, 35, said he was joining the strike because his boss wanted it, but he does not blame Germany for Portugal's hardship.

"My boss wants us to strike, so I will go for that," said Antonio, a plumber, adding that his wife and sister-in-law had lost their jobs in the crisis. "The fault of this is those who govern us, not Germany."

This year's harsh economic downturn has pushed unemployment above 14 percent, and the government expects the economy to contract by 3.3 percent.

Portugal's core deficit tripled in the first two months of 2012, showing that the slump is denting tax revenues and stoking concerns that the country could miss its budgetary targets.

But the centre-right government still commands strong support, despite promising tough times ahead when it came to power last year, suggesting many Portuguese believe that the austerity measures will eventually lead to recovery.

Boozer's big night leads Bulls over Magic 85-59

ORLANDO, Fla. (AP) ? If the Chicago Bulls are going to make a run at an NBA championship this season, they will need a healthy Derrick Rose to do it.

For now, though, they continue to find a way to beat the top teams in the Eastern Conference without their most indispensable star.

With the reigning MVP out nursing a sore groin for the fourth straight game, Rose's teammates used a smothering defense and capitalized on a plethora of Orlando Magic turnovers in an 85-59 victory Monday night.

Carlos Boozer picked up the scoring slack with 24 points and 13 rebounds ? his third 20-point scoring effort against the Magic this season ? and John Lucas added 20 points off the bench in just 21 minutes of action to lead the Bulls.

"The real story honestly is our defense," said Boozer, whose team has beaten their next three chasers in the Eastern Conference in the past six days. "Our defense was ... that was probably one of the best performances we've had this season.

"It was fitting because they kicked our butt in Chicago, (and) got a big win. For us to come back and do this ... it's a big win for us."

The Bulls' defense was indeed the thing to marvel at Monday, with the 59 points they surrendered setting a new franchise record for fewest regular-season points allowed.

It was also a milestone night for Chicago coach Tom Thibodeau, who became the fastest coach in NBA history to earn 100 career victories. Thibodeau did it in just 130 games, one game faster than Avery Johnson when he set the previous standard in 2006.

"We had a lot a of guys step up," Thibodeau said. "We caught a break. They played last night in a tough game. We're fresh, so we had an advantage there and they missed some shots they normally make."

The Bulls won for the fifth time in six games. They also improved to 3-1 over the past four games playing without Rose, who continued to nurse a sore groin.

Thibodeau gave credit to his "great players" for his coaching record, and they gave it back to him.

"He puts the work in and the time in and it shows," Lucas said. "He's still a student of the game of basketball and he's always learning something. ... When you have a coach like that, you're going to be successful."

Dwight Howard had 18 points and 12 rebounds to lead the Magic, who had 19 turnovers. Orlando had 11 in the first half, just two in the third quarter, but six more in the final 12 minutes.

The Magic have lost three of their last four since posting a three-game win streak. They've also now gone six straight quarters without scoring at least 20 points.

Turnovers were a factor in the Magic's loss to the Bulls in early January and they again played a huge role Monday as Orlando's miscues yielded 25 of Chicago's points. By comparison, the Bulls' 16 turnovers only led to seven points for the Magic.

Orlando trailed by double-digits for most of the second half, before cutting a 15-point Bulls' first-half lead to 12 entering the fourth quarter as its early turnover issues began to subside.

The Bulls' offense was steady down the stretch, though, and Joakim Noah's three-point play on a two-handed dunk over Glen Davis with 6:54 to play in the game put them up 72-52 to end any comeback hope.

"When you play the way we played tonight, this is a team-wide thing," Magic coach Stan Van Gundy said. "I've got to take responsibility."

Van Gundy said there isn't one singular issue ailing his team right now.

"I mean, it's everything," he said. "I really need to take a look at when we're playing back-to-back games, and we're just not creating any shots. Obviously, we played Chicago 11 days ago and we were able to create shots. We played Miami and we were able to create shots. This is clearly not satisfactory."

As for where the Magic can go from here, Davis said there is still much gelling to do on the court.

"If we want to win we all have to buy in ? me, the team, the most important guy all the way to the least important guy," Davis said. "Consistency (is what's lacking). Sometimes we get bored with the journey and just play to the level that we need to.

"You saw a team out there playing without their biggest star and did what they needed to do to win. They beat us with no problem. I wish they would have had Derrick Rose, in a sense."

Notes: Rose missed his 14th game of the season after sitting just six games in his first three NBA seasons combined. He appeared in 81 regular-season games in two of those seasons. His status continues to be day-to-day. ... Howard received his ninth technical of the season in the third quarter. ... Magic coach Stan Van Gundy said that the focus for the Magic over their final 19 games would be on reducing turnovers and building better defensive habits. "We're just not building solid habits and making good enough decisions," he said. "And at the end of the day, you are going to hit the playoffs and you are going to be left with your habits. We're running out of time. We have 5 1/2 weeks and it's time." ... The Magic dropped to 7-8 in the second game of back-to-backs this season.
